H.E. Salem Marshood Alhefeiti has been serving as the CEO of Creative City – Media Free Zone in Fujairah since August 2023, following an Emiri decree issued by H.H. Sheikh Hamad bin Mohammed Al Sharqi, Supreme Council Member and Ruler of Fujairah.

Since assuming this position, he has led a comprehensive transformation focused on developing marketing strategies to attract investors and companies, doubling sales volumes, enhancing customer loyalty and satisfaction, and overseeing the full digital transformation in license issuance, renewals, and electronic archiving. These initiatives have significantly improved efficiency, reduced processing time and costs, and strengthened the Free Zone’s regional and international competitiveness.
Alhefeiti has also established an integrated commercial strategy that elevated Creative City into a premier destination for investors and creators. He introduced new systems and regulations in human resources, finance, and legal affairs to improve the investment environment, simplify procedures, and create a seamless client journey. As a result, the number of activities licensed in the Free Zone has grown to exceed 2,000 across diverse economic and creative fields
With the gracious support of H.H. the Ruler of Fujairah, Creative City transitioned to a state-of-the-art headquarters featuring multiple meeting halls, a permanent exhibition space, and modern offices for lease in various sizes. This dynamic environment offers an ideal platform for business and creativity, positioning Fujairah as a regional and global hub for innovation. The Free Zone has also been recognized with prestigious European awards for excellence in quality and institutional performance.
In addition to his role at Creative City, Alhefeiti serves as the executive director of the International Business Hub, a global platform offering a range of innovative initiatives to promote business and entrepreneurship. These initiatives include the Speed Networking Program, designed to create business opportunities, build extensive professional networks, and facilitate the exchange of ideas, as well as organizing specialized exhibitions focused on commercial opportunities to support business growth at regional and international levels. The Hub also provides advanced training programs for entrepreneurs to develop their skills and enhance their readiness for the competitive business environment, in addition to specialized training and the development of advanced strategies in the military field. The platform also presents the Excellence & Trust Award, which honors outstanding performance based on customer evaluations and positive public reputation, with oversight by a specialized committee to ensure compliance with essential standards.
Alhefeiti brings nearly three decades of experience from the UAE Ministry of Defense, where he specialized in CBRN (Chemical, Biological, Radiological, and Nuclear) protection, contributing to strategies, emergency planning, and readiness development.
He also served as CEO of Haris Industries in Abu Dhabi, which developed the first integrated decontamination system for chemical, biological, and radiological fallout, along with other innovative products such as air-conditioned bus shelters, flagpoles, and modular housing units.
Alhefeiti holds a master’s degree in human resource management from Abu Dhabi University (2017) and is currently pursuing a PhD in business administration at Ain Shams University .
